The subject commission includes the chairman of the commission, the deputy chairman and experts.

The numerical composition of the commission is determined based on the number of graduates of general education institutions (hereinafter referred to as graduates) and those entering educational institutions of secondary and higher vocational education (hereinafter referred to as applicants) who will take the Unified State Examination and State Examination in the relevant general education subject in the current year, as well as taking into account the timing and standards for checking answers to tasks with a detailed answer in a given general education subject.

The commission includes as experts teachers of general education institutions in the region, methodologists, teachers of vocational education institutions in the field of the commission, who have completed a specialized training course in the technology of checking examination papers within the framework of the Unified State Examination and the State Examination.

To conduct office work, a technical secretary may be included in the subject commission.

    Powers, functions and organization of work of the subject commission

      The subject commission carries out its work during the period of state (final) certification of graduates of general education institutions and entrance examinations to colleges and universities. Organizational and technological support for the procedure for checking detailed answers of the Unified State Examination and examination papers of the State Examination is carried out by the RCIO. Responsibility for organizing the work of the Commission and the results of checking detailed answers and examination papers of the GVE rests with the Chairman of the Commission and the head of the RCIO within the framework of their competence. In the event of situations not provided for by these Regulations, the decision is made by the Chairman of the Commission and/or the head of the RCIO within their competence, with mandatory subsequent informing of the State Examination Committee.

3.2. Subject commission within the framework of the Unified State Exam:

accepts for consideration in the relevant general education subject answers to tasks with a detailed answer from Unified State Exam participants, completed only on answer forms No. 2 and additional answer forms No. 2, a form approved by Rosobrnadzor, and filled out in accordance with the “Rules for filling out Unified State Exam forms”;

checks and evaluates answers to tasks with a detailed answer in accordance with established requirements and instructions;

draws up and sends to RCIO protocols of the results of checking answers to tasks with a detailed answer;

draws up and sends to the State Examination Committee a final report on the results of the work of the subject commission.

The subject commission has the right:

request, within the scope of their competence, information and clarifications from the RCIO and, if necessary, from the organization that, on behalf of Rosobrnadzor, provides organizational and technological support for the Unified State Exam at the federal level;

prepare and submit to the leadership of the State Examination Committee proposals on the content of tasks with detailed answers, requirements and criteria for evaluating answers for sending to the authorized federal executive body in the field of education;

prepare and transmit to the leadership of the State Examination Committee information about typical errors in the responses of graduates and incoming students and recommended measures to improve the training of students in the relevant general education subject;

report detection of incorrect tasks in CMMs to the State Examination Commission.

The subject commission is located in close proximity to the RCIO in specially designated and equipped premises for these purposes, which make it possible to limit access by unauthorized persons and ensure compliance with the information security regime and proper storage conditions for documentation.

After the completion of the initial processing, the protocols of the subject commission remain in the RCIO, where they are stored as strict reporting documents for one year.

    Subject commission structure

The subject commission is headed by a chairman, who organizes its work and is responsible for the timely and objective verification of answers to tasks with a detailed answer.

The chairman of the subject commission, within the framework of his competence, reports to the chairman and deputy chairman of the State Examination Committee.

The deputy chairman of the subject commission reports to the chairman of the subject commission; in the absence of the chairman of the subject commission, he performs his duties.

    Responsibility of experts

An expert may be excluded from the subject commission in the following cases:

providing false information about yourself;

loss of accountable documents;

failure to perform or improper performance of duties assigned to him;

emergence of a conflict of interest (presence of close relatives who are participating in the Unified State Examination this year).

The decision to exclude an expert from the composition of the subject commission is made by the State Examination Committee based on the reasoned submission of the chairman of the subject commission.

In case of non-fulfillment or improper fulfillment of the duties assigned to them, non-compliance with the requirements of regulatory legal acts for conducting the Unified State Exam, violation of confidentiality and information security requirements, as well as abuse of established powers committed out of selfish or other personal interest, experts are held accountable in the manner prescribed by law Russian Federation.

6. Rules for the work of the subject commission when checking detailed answers of Unified State Exam participants

    Organization of checking answers to tasks with a detailed answer

      The distribution of work between experts and the assignment of work for the third inspection are carried out automatically in the RCIO using the algorithms and software provided by the FCT.

      RCIO prepares work kits for experts in accordance with clause 7.6 of this document.

      The Chairman of the Commission receives a set of work kits for experts from the head of the RCIO on the day of the inspection.

      The Chairman of the Commission submits the relevant work kits for inspection by experts.

      Checking answers to tasks in an examination paper with a detailed answer is carried out according to the “Methodology for checking answers to tasks in an examination paper with a detailed answer”.

      Experts, checking detailed answers, assign points to a machine-readable protocol form, which is provided by RCIO in the working kit.

      Upon completion of checking the examination papers of one work set, the expert hands over the work set to the Chairman of the Commission.

      The Chairman of the Commission transfers the completed protocol forms to the head of the RCIO as soon as they are ready for further processing.

    Methodology for checking detailed answers to KIM Unified State Exam tasks

    1. The answers of Unified State Examination participants to questions in the examination paper with a detailed answer are assessed by two independent experts.

      Both experts, independently based on the results of the check, assign points for each answer to a task with a detailed answer or for each assessment position (if the answer to the task is assessed separately for each assessment position) according to the criteria for assessing the completion of tasks with a detailed answer provided by the FCT.

      The resulting points for answers to tasks with a detailed answer are determined automatically based on the following provisions (except for general education subjects, the criteria for assessing detailed answers for which are specified differently):

    if the scores of two experts coincide, then the score obtained is final;

    if an insignificant discrepancy in the scores given by two experts is established, then the final score is determined as the arithmetic mean of the scores of the two experts, rounded up;

    If a significant discrepancy in scores is established in the assessment of tasks with a detailed answer, then an additional third check is assigned.

A significant discrepancy for each general education subject is determined in the assessment criteria for the corresponding general education subject.

      The third expert is appointed by the chairman of the subject commission from among the members of the subject commission who have not previously checked this examination paper.

      The third expert checks and assigns points only for those answers to tasks (evaluation items) in which a discrepancy was found in the scores of the two experts. The third expert is provided with information about the scores assigned by the experts who previously checked the examination work of the Unified State Examination participant. The third expert's scores are final.

      The distribution of work to members of subject commissions, the determination of final points for the answers of Unified State Exam participants to the tasks of the examination work with a detailed answer, as well as the determination of the need for verification by a third expert are carried out automatically, using specialized hardware and software of the RCIO.

      The Chairman of the Commission ensures that experts strictly comply with the following requirement (except for general education subjects, for which the evaluation criteria for detailed answers indicate otherwise): in the set of answer forms No. 2 received for work, experts sequentially check the answers of the Unified State Exam participants to tasks C1 in all received answer forms No. 2, after that they check the answers to tasks C2, etc.

    Rules for the Chairman of the Commission

    1. Preparatory activities

      1. receive from the Department of Education lists of subject specialists approved by the State Examination Committee who are sent for training in the content and technology of assessing the answers of Unified State Exam participants to tasks with a detailed answer and GVE works;

        provide subject specialists with the necessary materials for checking examination papers;

        instruct subject specialists on the content and technology of assessing the completion of tasks with a detailed answer and filling out the necessary documents based on the results of the examination;

        to identify, based on the results of their work, subject specialists who systematically give overestimated, underestimated or unstable grades in comparison with other subject specialists for the same answers;

        make a decision to exclude such specialists from the trainees or to conduct repeated instructions and additional training sessions;

        establish the number of training sessions for experts, based on the need to ensure minimal discrepancies in assessment results and productivity sufficient to complete all work within the established time frame;

        determine the composition of subject specialists recommended for work in the Commission based on training results;

        send a list of subject specialists recommended for work in the Commission to the State Examination Committee for approval as members of the Commission - experts;

        receive from the State Examination Committee the approved personal composition of the Commission;

        no later than a week before the start of processing materials for the Unified State Examination or State Examination, the chairman of the Commission for the relevant general education subject transfers to the head of the RCIO the work schedule of the members of the Commission for planning the appointment of experts to check the work.

        in the same document, the Chairman of the Commission indicates the admission of each member of the Commission to the third inspection. The number of experts admitted to the third inspection should be no more than 25% of the total number of experts.

        The Chairman of the Commission agrees with the head of the RCIO on the work schedule of the experts conducting the examination of blank Unified State Examination forms.

    2. at the stage of checking answer forms No. 2 of the Unified State Examination

      1. agree with the State Examination Committee and the head of the RCPI on the start time of checking answers to tasks with a detailed answer and identifying empty (unfilled) answer forms No. 2;

        appoint a group of experts (at least two) to work in the RCIO conducting verification of blank forms;

        obtain from the head of the RCIO a complete set of criteria for assessing the completion of tasks with a detailed answer (hereinafter referred to as the criteria) and the required number of sets of criteria for experts;

        obtain the number of working sets required for verification by experts;

        Before starting work, experts are briefed in accordance with the received criteria for assessing the completion of tasks;

        distribute experts to workplaces in the provided classrooms;

        In addition to experts and the Chairman of the Commission, the audience may include:

    head of RCIO (or his deputy);

    authorized representative of the SES;

    officials of Rosobrnadzor or the Department of Education carrying out an on-site (inspection) check of the Procedure for conducting the Unified State Exam.

        provide each expert with a set of criteria for assessing the completion of tasks with a detailed answer for each option and a working set for verification;

        to ensure a working atmosphere and discipline in the work of the Commission.

        While working, experts are prohibited from:

    talk over;

    after completion of the work, submit work kits and/or parts thereof, as well as criteria for assessing the completion of tasks.

        within the framework of their competence, resolve issues arising from experts, and, if necessary, resolve issues related to the competence of the RCIO, coordinate their decisions with the head of the RCCO;

        control the quality of completion of protocol forms by experts and promptly transfer protocol forms and copy forms to the RCIO;

        promptly resolve any difficulties that arise for experts;

        if the working kit, for a number of objective reasons, was not completely checked by the expert, then it is necessary to inform the head of the RCIO about this and hand over this kit with the verification protocol to him;

        blank copies of the entire working set that have not been fully verified by the expert will be reassigned to the RCIO to other experts. The head of the RCIO resolves this issue on a routine basis;

        upon completion of the work of the subject commission, submit to the head of the RCIO all the criteria for assessing tasks with a detailed answer, issued to the subject commission before the inspection;

        upon completion of the inspection, receive from the head of the RCIO a package of documents on the results of the Commission’s work:

    the number of works checked by each expert;

    the number of works sent for the third review;

    information about the experts who showed the greatest number of discrepancies in the assessment results.

      when considering appeals about disagreement with the assigned points on the Unified State Examination or State Examination (hereinafter referred to as an appeal based on the results)

      1. receive from the executive secretary of the conflict commission copies of answer forms No. 2 of the Unified State Examination and protocol forms; GVE examination paper;

        receive from the head of the RCIO the assessment criteria for tasks with a detailed answer to the KIM option for which the Unified State Examination participant who filed the appeal took the exam; assignments for the GVE exam paper;

        appoint two experts who have not previously checked this work to review the appeal and transfer the above materials to them;

        find out from the executive secretary of the Commission the time for consideration of the appeal;

        send experts to the Commission for consideration of the appeal within the specified time;

      promptly transmit to RCIO for Rosobrnadzor, FCT information about possible incorrectness of tasks with the obligatory indication of the CMM version number, task and content of the comment.

      The decision on the correctness of the task and on the change in points for Unified State Examination participants if the task is recognized as incorrect is made at the federal level. If a task is recognized as incorrect, all Unified State Exam participants who completed this task will have their points recalculated.

    Rules for experts

Experts must:

      undergo training in advance on the content and technology of assessing tasks with a detailed answer, within the time frame determined by the chairman of the Commission;

Experts who have not been instructed are not allowed to check answers to tasks with a detailed answer.

      while checking answers to tasks with a detailed answer

      1. at the direction of the Chairman of the Commission, take seats in the provided classrooms;

        receive working kits for testing;

        maintain discipline while working;

        During work, experts are prohibited from:

    independently change jobs;

    use communications equipment, photo and video equipment, portable personal computers (laptops, PDAs and others);

    leaving the audience without a good reason;

    talk over;

    upon completion of the work, submit work kits and/or parts thereof, as well as criteria for assessing tasks with a detailed answer.

    If an expert has questions or problems, he must contact the Chairman of the Commission or the head of the RCIO (his deputy), who resolve them within their competence.

        start checking answers to tasks with a detailed answer, following the following rules:

    The required fields of the protocol form should be filled out in printed capital letters black gel with a pen strictly within the fields of the protocol form;

    if the Unified State Examination participant has started to complete the task, then in the corresponding field(s) of the protocol form the corresponding score(s) should be entered from zero to the maximum possible, specified in the criteria for assessing the completion of tasks with a detailed answer;

    If the Unified State Examination participant completed an alternative task, then the number of the alternative task chosen by the Unified State Examination participant should be entered in the corresponding field of the protocol form.

        after completing the filling out of the protocol form, put the date and signature in the appropriate fields of the protocol form and transfer the work kit to the Chairman of the Commission for transfer for processing;

      when examining blank answer forms No. 2:

      1. receive instructions from the head of the Regional Center of Education;

        view images of blank answer forms No. 2 from the screen;

        if there are notes, signs, drawings or marks on the image that can be regarded as a response to a task with a detailed answer or confirmation that the Unified State Exam participant started the task or had the opportunity to complete it, but did not complete it for some reason, certify that image filled;

        in the absence of records related to the answer to the tasks, ensure that the image not filled in;

        images determined by at least one of the checking experts to be completed are sent for verification to the Commission.
        Images identified by all checking experts as blank belong to the category of answers to tasks that the Unified State Exam participant has not started, and are scored zero points for completing each task with a detailed answer using the RCIO software package.

      when considering appeals about disagreement with the assigned Unified State Examination or State Examination scores:

      1. receive from the Chairman of the Commission copies of answer forms No. 2, forms-protocols for checking work by experts, assessment criteria for tasks with a detailed answer to the KIM option on which the Unified State Examination participant who filed the appeal took the exam; GVE examination paper;

        review the appellant's work, as well as analyze previous work evaluations;

        find out from the Chairman of the Commission the time for consideration of the appeal and arrive at the specified time at the Conflict Commission;

        if the appellant or the Conflict Commission has any complaints regarding the assessment of answers to tasks with a detailed answer, provide appropriate explanations;

      draw a conclusion on the correctness of the assessment of answers to tasks with a detailed answer, for which an appeal was filed;

      in case of detection of errors or incorrect tasks in the CMM, it is necessary to report this to the Chairman of the Commission with the obligatory indication of the number of the CMM version, the task and the content of the comment. The decision on the correctness of the task and on the change in points for Unified State Examination participants if the task is recognized as incorrect is made at the federal level. If a task is recognized as incorrect, all Unified State Exam participants who completed this task will have their points recalculated in accordance with the administrative act of Rosobrnadzor.

Rules for participants in the Unified State Exam

1.1. Unified State Examination participants are students who have mastered the basic general education programs of secondary (complete) general education in educational institutions that have state accreditation, regardless of their organizational and legal form and subordination (hereinafter referred to as general educational institutions), as well as in educational institutions that do not have state accreditation, or in form of family education or self-education, or in foreign educational institutions, admitted in the prescribed manner to state (final) certification (hereinafter referred to as current year graduates).

citizens who have secondary (complete) general education received in educational institutions of foreign countries.

1.2. The Unified State Exam in the region is conducted in the following general education subjects: Russian language, mathematics, physics, chemistry, biology, history, social studies, geography, literature, English, French, German, computer science and information and communication technologies (ICT). At the same time, at the stage of state (final) certification, participation in the Unified State Exam in the Russian language and mathematics is mandatory, in other general education subjects it is voluntary.

1.3. Exams begin at 10:00 am local time. The start time of the exams is recorded in the Unified State Examination pass. For preparatory activities (carrying out instructions, filling out the registration area of ​​Unified State Examination forms, etc.) time is allocated up to 30 minutes, which is not included in the duration of the examination work.

1.4.     – What trend is observed among current graduates in writing the exam compared to graduates of previous years?

    – I can’t judge in general. I can tell you about the work I encountered this year.     – What mistakes do graduates most often make?

    – First of all, this is speech. Speech error, lexical compatibility of words, stylistically incorrectly chosen words. As for spelling, it now suffers less. At least compared to previous years, when there was a large number of works in which children simply did not complete or even take on complex tasks, this year the work is absolutely complete. Children take on difficult tasks. They strive to obtain a significant result, to graduate with a decent result, to have the opportunity to compete with other children with whom they will then enter universities.

    – What, in your opinion, are the features of the work of current graduates?

    – I wouldn’t say that this year’s work is anything special compared to previous years. In this case, it is more correct to say that they have more motivation. After all, in essence, the Unified State Exam is the right of strong students to study at strong and leading universities in the country.

    – What mistakes do graduates most often make in the mathematics exam?

    – If we talk about errors that primarily concern the knowledge of the field of mathematics, then most often this is the application of one or another law in cases where it cannot be applied. And to put it more narrowly, these are cases when the guys cannot determine for themselves which specific task they are currently capable of, and which should be postponed for now. There is no principle that a child first chooses the simplest task for himself, and then from the rest.

    – What advice could you give to future graduates on writing the Unified State Examination?

      An appeal is a procedure for protecting the interests of an exam participant in the event of violations of the established procedure for conducting the exam and (or) disagreement with the assigned scores, based on the assumption of the presence of technical or expert errors in assessing the work of the examinee. An appeal about a violation of the established procedure for conducting an exam in the PET is submitted to a member of the state examination commission of a constituent entity of the Russian Federation on the day of the exam, without leaving the PET.       A student with disabilities (student with disabilities) is an individual who has deficiencies in physical and (or) psychological development, confirmed by a psychological-medical-pedagogical commission and preventing them from receiving education without the creation of special conditions. For GIA participants with disabilities, exams are organized taking into account the characteristics of their psychophysical development, individual capabilities and health status.

    The questions in the first part of the Unified State Exam this year (2011), in our opinion, were quite clear and correct. Another thing is that in a number of cases graduates were unable to perceive the meaning of the question and understand what was required of them.

    For example, in one of the options, an episode from M. A. Sholokhov’s story “The Fate of a Man” (the narrator’s meeting with Andrei Sokolov) was given for analysis and it was proposed to answer the question: “What is the internal appearance of the main character in this fragment?” Almost all the respondents began to characterize the narrator, and not Andrei Sokolov.

    Often, students, without realizing the content of the question addressed to a specific passage of literary text, begin to state everything they remember about this work or this author. The answers are superficial, unconvincing, and vague.

    Thus, in one of the options it was proposed to characterize Bazarov’s parents based on their attitude towards their son. The respondents, as a rule, retold the above passage and gave a description of the old Bazarovs.

    Another example: to the question “How does this fragment of the play “The Thunderstorm” reveal the dysfunction of family relations in the Kabanovs’ house?” in the answers they give a description of Kabanikha and limit themselves to this, although in the given scene three more characters are involved and the question requires a completely different answer.

    The questions of tasks C 2 and C 4, which usually consist of two parts, have become a stumbling block for many graduates: focusing on the selection of similar works, schoolchildren forget to give a meaningful justification for comparison, determine similarities or differences, and give the necessary arguments.

    Often in the answers there is a substitution of the concepts formulated in the question. Thus, answering the question: “Which works of Russian writers show the depth and strength of parental feelings?”, graduates begin to talk about how writers reveal the theme of family.

    This year, in tasks C 3, many poems by poets of the 20th century were proposed for analysis - A. Akhmatova, V. Mayakovsky, O. Mandelstam. The schoolchildren, unfortunately, showed a very superficial knowledge of the poetry of this period, unable to determine the originality of the work of each of the poets. Thus, a question related to the poem “Could you?..” caused significant difficulties by Vl. Mayakovsky: “Who and why does the poet challenge at the end of the poem?” To the first part of the question “To whom?” they still tried to answer somehow, but the second part “why?” left without comment.

    Very often, those answering arbitrarily simplify the question, depriving it of its main essence. For example, to the question “What is unique about the understanding of patriotism by the lyrical heroine of A. Akhmatova’s poem “Native Land”?” give answers with superficial discussions about patriotism in general.

    In Part III (Tasks C 5), the following formulations caused difficulties:

  • Why, despite the tragic ending of the play “At the Bottom,” can it be argued that the true values ​​of life triumph in it?

    The types of errors listed are traditional, repeating from year to year. At the same time, I would like to draw attention to the problems that clearly emerged this year at the Unified State Exam in Literature.

    The first can be attributed to the costs of intensive preparation for the exam: often graduates answering questions C1 or C3 begin to list the means of artistic expression in a completely unmotivated manner, instead of clearly and clearly answering the question posed. Sometimes, when using one or another literary term, its definition is given in parentheses.

    The second problem is related to the fact that more and more tendency to increase negligence and familiarity in the responses of graduates: they sometimes answer in incomplete sentences, they openly admit: “ I didn’t prepare for the composition, so I’ll write the lyrics to the song “Brother for Brother,” maybe you’ll be interested in reading"; allow direct and familiar appeals to inspectors: “ Do you, who will be reading this, know what instrument the violin is? You don't know anything..."Sometimes the answers sound like a frank challenge: " I don’t understand the meaning of Oblomov’s tragedy, and hardly anyone understands it»; « The novel “Fathers and Sons” seems meaningless to me, since it has neither beginning nor end».

    Sometimes it is difficult to guess what motivates the student answering questions - either the desire to shock, or the desire to appear as an “erudite”: “ Chichikov turned into a robot with artificial intelligence»; « Chichikov is a man not yet touched by human degradation»; « Chichikov is a greedy materialist"; (About Oblomov): “ You read a novel and wait for this fossil to deign to rise from its bed».

    Increasingly, primitive reasoning is found in works, indicating ignorance of the subject, low general cultural and speech development of graduates (“ The cherry orchard begins to rot, so it must be cut down for the passage of “a ray of light in the dark kingdom.”»; « The very name “The Cherry Orchard” makes it clear that this play will be very playful and sweet, like the cherry itself»; « Gogol's goal is to show all the rottenness and darkness of individual personalities of the Russian people»).

    The modern model of examination work in literature in 2011 seems to us optimal for testing the knowledge and skills of students, allowing them to analyze a literary text in its genre and generic specifics and construct a free statement on a literary topic.

    I would like to note the very convenient for experts and, in general, logical and objective system for assessing tasks with a detailed answer.

    In our opinion, in the future, when studying literature at school and preparing for the Unified State Exam in this subject, you should pay attention to the following points.

    Firstly, seek to read literary texts included in the codifier of the Unified State Exam content elements in literature.

    Secondly, increase students' level of proficiency in theoretical and literary concepts.

    Third, pay special attention to the problems of the works, the axiological component of literary texts, as well as to the originality of the creativity of writers and poets.
